This is Lady Adair, mother of Amelia and Aurica, and a sub-character since her appearances will pretty much be limited to 1-2 arcs tops. Despite the primary appearance, she is indeed the monarchical ruler of Viveka. To explain, this is a bit of a trait amongst the daughters of the Adair family line: They have a habit of adopting a trait that is unusual/unexpected of someone from a noble upbringing.
Aurica is a bit of a street ruffian during her midnight outings, Amelia is more of a home-bound scientist (unusual since the Adair bloodline is well known for it's sorcery talents). And Lady Adair? Well in her youth she used to be one of the most well known and loved pop idols on the continent (and no one ever know she was the crown princess); to such an extend that her music is still very popular amongst the Vivekia youth 25 years past its prime. (Lady Adair's carer ended at 22 when she vanished from the pop culture world to more seriously apply herself to the duties of crown ruler) and in case you're wondering her current age is 44.
She has a bit of a temper (which shows where Aurica inherited it from) and is known to alleviate the stress of kingdom management (or dealing with her daughter's own quirks) to relieve herself through singing. Although due to the nature of the Adair's line of sorcery, she tends to combine her singing with her magical talents. As a result often during her more violent stress relief sessions; sections of the palace has been known to be demolished during a rather well choreographed dance in which she sings and casts highly destructive spells at the same time (usually as punishment towards Aurica when she's done something really out of line). No casualties have been reported thus far but many an unwary visitor to Vivekia's palace has been injured due to not understanding why the staff and royal guard can be seen running away from the north wing in terror screaming "She's going to start singing again!".
As for notes on the outfit itself, there's not too much to say other than the fact that I fail at drawing ribbons. She's supposed to have a large ribbon on the front of her dress, two in her hair, two on her waist sash, and two on her boots (as well as one that ties the ribbon/choker around her neck). But I think I did fairly well overall considering I actually drew this on a small sheet of paper instead of my massive 3x2 ft. sheets.
On and a little bonus info: Does the color scheme look familiar to you? It should, because it's Alia's town outfit color scheme (picture's on Saiyuni's DA if you haven't seen it yet). Why is that you ask? Simple really, Alia's a bit of a closet fan of Lady Adair, so she based her own casual outfit on her favorite idol singer. ^_~
